$2,748,000 may be used for farmers' bulletins and not less than two hundred thirty-two thousand two hundred and fifty copies for the use of the Senate and House of Representatives of part 2 of the annual report of the Secretary (known as the Yearbook of Agriculture) as authorized by 44 U.S.C. 1301: Provided, That in the preparation of motion pictures or exhibits by the Department, this appropriation shall be available for employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225). For necessary expenses of the Office of the Inspector General, including employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225), $27,562,000 including such sums as may be necessary for contracting and other arrangements with public agencies and private persons pursuant to section 6(a)(8) of the Inspector General Act of 1978 (Public Law 95-452), and including a sum not to exceed $50,000 for employment under 5 U.S.C. 3109; and in addition, $13,266,000 shall be derived by transfer from the appropriation, "Food Stamp Program" and merged with this appropriation. For necessary expenses, including payment of fees or dues for the use of law libraries by attorneys in the field service, $12,822,000; and in addition, $508,000 shall be derived by transfer from the appropriation, "Food Stamp Program" and merged with this appropriation. FEDERAL GRAIN INSPECTION SERVICE

For necessary expenses to carry out the provisions of the United 7 USC 71. States Grain Standards Act, as amended, and the standardization activities related to grain under the Agricultural Marketing Act of 7 USC 1621 note. 1946, as amended, including field employment pursuant to section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225), and not to exceed $50,000 for employment under 5 U.S.C. 3109, $5,600,000: Provided, That this appropriation shall be available pursuant to law (7 U.S.C. 2250) for the alteration and repair of buildings and improvements, but, unless otherwise provided, the cost of altering any one building during the fiscal year shall not exceed 10 per centum of the current replacement value of the building: Provided further. That none of the funds provided by this Act may be used to pay the salaries of any person or persons who require non-export, non-terminal interior elevators to maintain records not involving official inspection or 7 USC 71 note. official weighing in the United States under Public Law 94-582 other than those necessary to fulfill the purposes of such Act. INSPECTION AND WEIGHING SERVICES LIMITATION ON ADMINISTRATIVE EXPENSES
