For carrying out the provisions of title 23, United States Code, which are attributable to Federal-aid highways, including the National Scenic and Recreational Highway as authorized by 23 U.S.C. 148, not otherwise provided, including reimbursements for sums expended pursuant to the provisions of 23 U.S.C. 308, $8,200,000,000, or so much thereof as may be available in and derived from the Highway Trust Fund, to remain available until expended. For expenses necessary to discharge the functions of the Secretary with respect to traffic and highway safety and functions under the Motor Vehicle Information and Cost Savings Act (Public Law 92-513, as amended), $74,000,000, of which $21,685,000 shall be derived from the Highway Trust Fund: Provided, That not to exceed $28,375,000 shall remain available until expended, of which $9,507,000 shall be derived from the Highway Trust Fund: Provided further, That, of the funds appropriated under this heading $2,000,000 shall be available only for activities at the Transportation Systems Center. For payment of obligations incurred in carrying out the provisions of 23 U.S.C. 402 and 406, to remain available until expended, $103,552,000, to be derived from the Highway Trust Fund. FEDERAL RAILROAD ADMINISTRATION OFFICE OF THE ADMINISTRATOR
