the deferral period on any loan deferred under this section to bear no interest during or after such period: Provided further. That if the security instrument securing such loan is foreclosed such interest as is included in the purchase price at such foreclosure shall become part of the principal and draw interest from the date of foreclosure at the rate prescribed by law. RURAL ELECTRIFICATION ADMINISTRATION

To carry into effect the provisions of the Rural Electrification Act of 1936, as amended (7 U.S.C. 901-950(b)), as follows: 7 USC 90i-950b. RURAL ELECTRIFICATION AND TELEPHONE REVOLVING FUND LOAN AUTHORIZATIONS

Insured loans pursuant to the authority of section 305 of the Rural Electrification Act of 1936, as amended (7 U.S.C. 935), shall be made as follows: rural electrification loans, not less than $850,000,000 nor more than $1,100,000,000, and rural telephone loans, not less than $250,000,000 nor more than $325,000,000, to remain available until expended: Provided, That loans made pursuant to section 306 of that Act are in addition to these amounts but during 1983, total commit- 7 USC 936. ments to guarantee loans pursuant to section 306, shall be not less than $4,745,000,000, nor more than $5,950,000,000 of contingent liability for total loan principal: Provided further. That as a condition of approval of insured electric loans during fiscal year 1983, borrowers shall obtain concurrent supplemental financing in accordance with the applicable criteria and ratios in effect as of July 15, 1982. RURAL TELEPHONE BANK

For the purchase of Class A stock of the Rural Telephone Bank, $30,000,000, to remain available until expended (7 U.S.C. 901-950(b)).? use 90i-950b. The Rural Telephone Bank is hereby authorized to make such expenditures, within the limits of funds and borrowing authority available to such corporation in accord with law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out its authorized ^"^^'P- ^*^^^programs for the current fiscal year. During 1983, and within the ^^ ^°^ ^^^'*resources and authority available, gross obligations for the principal amount of direct loans shall be not less than $185,000,000 nor more than $220,000,000.
