Being a portion of the northeast quarter of section 19, and a portion of section 18, township 12 south, range 7 east, lying south of the Cherokee Indian boundary line in Etowah County, Alabama. SEC. 314. The Congress intends and directs that the proposed rulemaking to adjust the annual passenger ceiling at Washington National Airport be held in abeyance for at least 60 days from the date of enactment of this Act. SEC. 315. None of the funds provided in this Act for the Depart- ment of Transportation shall be used for the the enforcement of any rule with respect to the repayment of construction differential subsidy for the permanent release of vessels from the restrictions in section 506 of the Merchant Marine Act, 1936, until 60 days follow- ing the promulgation of any such rule. Notwithstanding any other provision of law, the enforcement of any rule regarding the repayment of construction differential sub- sidy for the permanent release of vessels from the restrictions in section 506 of the Merchant Marine Act, 1936, shall be held in abeyance for at least 60 days from the date of enactment of this Act. SEC. 316. The expenditure of any appropriation under this Act for any consulting service through procurement contract, pursuant to 5 U.S.C. 3109, shall be limited to those contracts where such expendi- tures are a matter of public record and available for public inspec- tion, except where otherwise provided under existing law, or under existing Executive order issued pursuant to existing law. SEC. 317. No funds appropriated under this Act shall be expended to pay for any travel by the Administrator of the Federal Aviation Administration as passenger or crew member aboard any Depart- ment of Transportation aircraft to any destination served by a regularly scheduled air carrier: Provided, That this limitation shall not apply if no regularly scheduled carriers' flight arrives at the destination of the Administrator within 6 hours local time of the desired time of arrival: Provided further. That this limitation shall not apply to costs incurred by any flight which is essentially for the purpose of inspecting, investigating, or testing the operations of any
