(b) The Secretary of the Army may rehabilitate existing family housing units at Aberdeen Proving Ground, Maryland, or may construct new family housing units at such installation, whichever the Secretary determines is most cost effective, and may usc for such purpose (1) any funds not in excess of $6,080,000 that were appropriated for fiscal year 1983 for the improvement of existing family housing at such installation and which remain unobligated on the date of the enactment of this Act, and (2) any funds appropri- ated pursuant to subsection (a) for the construction or acquisition of family housing at such installation.
