"(A) the Act of June 25, 1938 (41 U.S.C. 46 et seq.), popularly referred to as the Wagner-O'Day Act; or "(B) the authority of section 8(a) of the Small Business Act (15 U.S.C. 637).". (3) Section 2302(2) of such title is amended— (A) by striking out "and" at the end of subparagraph (B); Ante, p. 1186. (B) by striking out the period at the end of paragraph (C) and by inserting in lieu thereof a semicolon; and (C) by adding at the end thereof the following new subparagraphs: "(D) procurements conducted in furtherance of section 15 of the Small Business Act (15 U.S.C. 644) as long as all responsible business concerns that are entitled to submit offers for such procurements are permitted to compete; and "(E) a competitive selection of research proposals resulting from a general solicitation and peer review or scientific review (as appropriate) solicited pursuant to section 9 of the Small Business Act (15 U.S.C. 638).". REPEAL

SEC. 505. Section 2311 of title 10, United States Code (as amended by section 1214 of the Defense Procurement Reform Act of 1984), is amended— (1) by striking out "(a)" at the beginning of subsection (a); and (2) by striking out subsection (b). Approved October 30, 1984.
