(b) Section 207 of the ethics in Government Act of 1978 is amended— (1) by striking out the heading for such section and inserting in lieu thereof the following:

(2) by striking out the first sentence in subsection (a) and inserting in lieu thereof the following: "(1) The President may require officers and employees in the executive branch (including the United States Postal Service, the Postal Rate Commission, members of the uniformed services, and special Government employees as defined in section 202 of title 18, United States Code) to file a confidential financial disclosure report, in such form as the President may prescribe. The information required to be reported under this subsection by the officers and employees of any department or agency shall be set forth in regulations prescribed by the President, and may be less extensive than otherwise required by this title, or more extensive when determined by the President to be necessary and appropriate in light of sections 202 through 209 of title 18, United States Code, regulations promulgated thereunder, or the authorized activities of any such department or agency. Any individual required to file a report pursuant to section 201 shall 5 USC app. 201 not be required to file a confidential report pursuant to this subsection, except with respect to information which is more extensive than information otherwise required by this title."; and (3) by adding at the end of subsection (a) the following new paragraph: "(2) Any information required to be provided by an individual under this subsection shall be confidential and shall not be disclosed to the public". To this end, the Secretary shall submit to the Congress once every 60 days following the date of enactment of this resolution until the end of fiscal year 1986 a report summarizing the progress of negotiations carried out to resolve these outstanding conflicts. Such negotiations shall be conducted by the Secretary and the following members of Congress to be designated by the Speaker of the House of Representatives and the Majority Leader of the Senate: (1) The Chairmen and ranking minority members of the following committees and subcommittees of the Congress having jurisdiction over these issues: (A) The Subcommittee on the Interior of the Committee on Appropriations of the House of Representatives. (B) The Subcommittee on Energy and the Environment of the Committee on Interior and Insular Affairs of the House of Representatives.
