Ratifications of the Constitution of the United States
From Debates in the Several State Conventions on the Adoption of the Federal Constitution
The following states ratified the Constitution of the United States within four years of its drafting. North Carolina, Rhode Island, and Vermont ratified only after twelve amendments, ten of which now make up the Bill of Rights, had been submitted by Congress to the states for ratification.

  8. South Carolina (May 23, 1788)
  9. New Hampshire (June 21, 1788)
  10. Virginia (June 25, 1788)
  11. New York (July 26, 1788)
  12. North Carolina (November 21, 1789)
  13. Rhode Island (May 29, 1790)
  14. Vermont (January 10, 1791)
