Google Print has the book in which this essay was republished in 1920: Civilisation: Its Cause and Cure: and other essays. You can also download the pdf. My original source for import was an OCR-scanned version at umich.edu, but the text has been corrected to match the 1920 version (minor changes in capitalization; more footnotes). The umich version was published in 1972 as a pamphlet, with an excellent introduction explaining the historical significance of the text as an influence on Gandhi. Unfortunately, the introduction is not apparently in the public domain.
