Usage
This navigation banner was previously generated within MediaWiki:Recentchangestext prior to being called from here. At some point, paragraph tags were used to wrap that message field - apparently with the reasoning that only simple text (∴ Recentchangestext) would be appearing there. Obviously we had multiple single row tables there as sort of a quick-navigation banner.
Since paragraph tags cannot "wrap" elements such as this, the closing paragraph tag would either be orphaned or superseded more often then not. The only way to circumvent the paragraph tags altogether was to re-task MediaWiki:Recentchanges-summary to call this navigation header instead and is the current means of generating the banner at top of the Special:RecentChanges page.
