"what links here" insufficient

Currently, this template says at the bottom, "Note: This is the original legislation as it was initially enacted. Any subsequent amendments hosted on Wikisource may be listed using What Links Here."

This can clearly be insufficiently efficient for actually finding amendments. Many things, perhaps most things, that link to the page are not amendments. See https://en.wikisource.org/wiki/Special:WhatLinksHere/Copyright_Act_of_1909, for example.

I'm leaving the current thing in place because it's better than nothing, but ideally there would probably be a more explicit amendment system.
