Blackburn, 1838; s. of late Jonathan Morley; educ: Cheltenham College; and Lincoln College, Oxford; called to Bar, (Lincoln’s Inn), 1873; M.P.(L) New Castle-on-Tyne, 1883-95; was twice Chief Secretary to Ireland, 1886, and 1892-95; had a seat in the Cabinet on both the occasions; Bencher, Lincoln’s Inn, 1891: Trustee, British Museum, 1894; M.P.(L). Montrose Burghs, 1896-1908; Member, Historical Manuscripts Commission; Secretary of State for India, 1905 10; during his time the now famous ‘Minto-Morley Scheme’ for the better administration of India was introduced.
