III. Resolution in relation to Charles Carroll, of Carrollton.

Charles Carroll, of Carrollton, &c.Resolved, by the Senate and House of Representatives of the United States of America in Congress assembled, That Charles Carroll, of Carrollton, the only surviving signer of the Declaration of Independence, be, and he is hereby, authorized to receive and transmit letters and packages by the mail free of postage.
