I just cleaned it up. And a small note: just because I don't reply right away doesn't mean I'm ignoring you. What it means is that I just haven't gotten your latest message, or I'm currently doing something else that I don't want to take the time to answer a message just yet (such as cleaning up your poem). Reagan on Cyprus 
I don't know what you mean by requestioning but if you would like to add the U.S. State department bulletin you have linked to please go to Help:Adding texts, it & the other links on that page should tell you all you need to know about adding this text. I think the best place to put it would be in Wikisource:Historical documents. As this is a U.S.A. Government document I don't believe the copyright status is a problem so you can go ahead and add it whenever you like. AllanHainey 14:50, 16 March 2006 (UTC)

If you are going to add a document you have the responsibility, and the common courtesy, to ensure that it is of a reasonable standard. If it needs cleaning up you should do it yourself. If you don't know how to please ask other users how to do something, not ask them to do it for you. I would recommend that you read Help:Contents and its associated pages until you feel confident in your ability to do the work you want to do on wikisource. Once you've made an effort yourself other users will be happy to help you learn more. On the document Reagan on Cyprus you will need to add the proper text not just one sentance. Make sure that there isn't a space on the first line or it will create a dotted line box around the text as it is at present. Also you should move it, perhaps to "U.S.A. State Department Bulletin on Cyprus, 36th Report" or similar as Reagan on Cyprus is too vague & non-specific - Reagan must have talked on Cyprus many times (& also this is a State dept issued bulletin sent to Congress under Reagans name I doubt Reagan had anything to do with it other than being President when it was issued). You should also add a Wikisource:Text quality template to the talk page & note the source of the text, etc.
Hope this hasn't deterred you too much, just read the info on the help pages & they'll give you a good idea of how to go about working on wikisource.
