I am working on the FCC's landmark 1980 Second Computer Inquiry Final Decision. This decision was largely responsible for the competitive, unregulated provision of telecommunications equipment and information services. While later FCC decisions are available for free on the web, there does not seem to be a freely accessible copy of this decision.
