Mr. Hsu Tung-fan was born in Shantung. After graduating from the Peking Government University, Mr. Hsu went to England and studied at the University of Birmingham, from which institution he took the degree of Bachelor of Arts in Political Science and Economics. While in London, Mr. Hsu did some research work in international law, constitutional law and economics, at the same time gaining some practical experience in banking at the famous English house of Lloyds' and in the Belgian Bank. Proceeding to the Continent, Mr. Hsu took special courses in the Uninversities of Zurich and Laussane and during the Versailles Conference, he did much for the Chinese cause in the way of spreading propaganda speeches and writing for the newspapers. Upon his return to China, he was appointed secretary to Chu Ying-kuang, Civil Governor of Shantung and after Chu retired, General Tien Chung-yu, Chu's successor, made Hsu his chief foreign secretary, which position he still holds. Mr. Hsu was attached to the Chinese delegation at Washington as councillor, at the same time representing the people of Shantung. He delivered numerous addresses during his stay in the United States and made many American friends. In June 1922, Mr. Hsu was appointed chief associate of Dr. C. T. Wang, director-General for the rehabilitation of Shantung Rights. In the same month, he received the Third Class Tashou Chiaho. In January 1923, Mr. Hsu was referred to the ministry of foreign affairs for appointment, and also received the Second Class Tashou Chiaho.
