19. Schedule 16 - Variable message signs

The new structure

19.1
Variable message signs, and their applicable regulations have been retained in much the same structure as TSRGD 2002 (Schedule 15). VMS performance classes are now included.
19.2
The new structure for variable message signs is set out in Table 19.1:
Table 19.1 Variable message signs
Part 1 Gives preliminary information and sets out provisions that apply to VMS in Parts 1 to 7.
Part 2 Prescribes legends for variable message signs that are automatically activated by vehicles.
Part 3 Prescribes VMS legends giving warnings of adverse weather or other temporary hazards or incidents.
Part 4 Prescribes VMS legends indicating location of temporary hazard or incident.
Part 5 Prescribes legends that give additional information.
Part 6 Sets out other miscellaneous legends.
Part 7 Sets out performance requirements for VMS

Changes in TSRGD 2016

19.3
The relevant parts of regulation 58 in the TSRGD 2002 are now in Part 1.
19.4
Performance classes required for variable message signs are now specified in Part 7.

The policy context

19.5
Performance classes are now included because the previous requirement for Type Approval of VMS has been replaced by the Traffic Open Products and Specifications Limited (TOPAS) process for registering products to the prescribed specifications (see 17.36, 17.37 and 17.39).
