MEMORANDUM FOR THE SECRETARY OF DEFENSE


Subject: Terms of Reference for Military Mission
to Indochina


1. As you are aware, the French Government has invited the United States to send a Military Mission to Indochina to make an over-all survey of the military situation, with particular reference to requirements for and utilization of U.S. military relation to French plans for successfully concluding the war in Indochina. Subject to your concurrence, the Joint of Staff propose that the Mission operate under the over-all supervision of the Commander in Chief, Pacific, and that Lieutenant General John J. O'Daniel, U.S. Army, be appointed as Chief of the Military Mission.

2. Attached hereto are terms of reference, prepared in collaboration with the State Department, which the Joint Chief of Staff propose to issue to General O'Daniel.

3. Your concurrence is requested.
