"(2) partnerships which will run programs during the regular school year and the summer; and "(3) programs which will serve educationally disadvantaged students; potential dropouts; pregnant, adolescent, and teen parents; or children of migratory agricultural workers or of migratory fishermen. "APPLICATION FOR GRANTS

"SEC. 524. (a) APPLICATION REQUIRED.—A partnership desiring to 20 USC ll05c. receive a grant under this part shall submit an application to the Secretary, "(b) CONTENTS OF APPLICATION.—The application shall include— "(1) the written and signed partnership agreement; "(2) a listing of the public and private nonprofit secondary school or schools to be involved in the program; "(3) a description of the programs to be developed and operated by the partnership; "(4) Eissurances to the Secretary that— "(A) the partnership will establish a governing body

including one representative of each participant in the partnership; "(B) Federal funds will provide no more than 70 percent of the cost of the project in the first year, 60 percent of such I" costs in the second year, and 50 percent of such costs in the third year and any subsequent year; "(C) a local educational agency receiving funds under this subpart shall not reduce its combined fiscal effort per student or its aggregate expenditure on education; and "(D) a local educational agency receiving funds under this part shall use the Federal funds so as to supplement and, to the extent practical, increase the resources that would, in the absence of such Federal funds, be made available from non-Federal sources for the education of students partici.: • pating in the project, and in no case may funds be used to supplant such non-Federal funds; and "(5) provide such information and meet such conditions as may be required by the Secretary. 525. (a) PROGRAM AUTHORIZED.—In addition to the grants awarded under section 523, the Secretary is authorized to award 4 grants for pilot community college partnership projects under this section. "(b) PARTNERSHIP AGREEMENTS.—To be eligible for a grant under this section, a community college shall enter into a partnership agreement in accordance with section 522 with a local educational agency and at least one local business or industry. "(c) AMOUNT AND U S E OF GRANTS.—Grants under this section shall be no less than $250,000. The grants may be used by the partnership for programs that— "(1) use college students to tutor secondary school students and improve their basic academic skills; "(2) are designed to improve the basic academic skills of secondary school students; "SEC.
