(a) IN GENERAL.—Section 304 is amended by adding at the end thereof the following new subsection: "(1) INDIVIDUAL CONTROL STRATEGIES FOR TOXIC POLLUTANTS.— "(1) STATE LIST OF NAVIGABLE WATERS AND DEVELOPMENT OF
