LIMITATION ON ASSISTANCE. , "In carrying out this subtitle, the Secretary shall provide technical assistance and financial assistance with respect to not. more than 450 active designated areas. 16 USC 3459. "SEC. 1536. SUPPLEMENTAL AUTHORITY OF THE SECRETARY. "The authority of the Secretary under this subtitle to assist councils in the development and implementation of area plans shall be supplemental to, and not in lieu of, any authority of the Secretary under any other provision of law. 16 USC 3460. "SEC. 1537. AUTHORIZATION OF APPROPRIATIONS. "(a) IN GENERAL. —There are authorized to be such sums as are necessary to carry out this subtitle. "(b) LOANS. —The Secretary shall not use more than $15,000,000 of any funds made available for a fiscal year to make loans under this subtitle. "(c) AVAILABILITY.—Funds appropriated to carry out this subtitle shall remain available until expended.". SEC. 2505. SMALL WATERSHED REHABILITATION PROGRAM. Section 14 of the Watershed Protection and Flood Prevention Act (16 U.S.C. 1012) is amended by striking subsection (h) and inserting the following: "(h) FUNDING. — "(1) FUNDS OF COMMODITY CREDIT CORPORATION. —In carrying out this section, of the funds of the Commodity Credit Corporation, the Secretary shall make available, to remain available until expended— "(A) $45,000,000 for fiscal year 2003; " (B) $50,000,000 for fiscal year 2004; " (C) $55,000,000 for fiscal year 2005; " (D) $60,000,000 for fiscal year 2006; " (E) $65,000,000 for fiscal year 2007; and "(F) $0 for fiscal year 2008. " (2) AUTHORIZATION OF APPROPRIATIONS.—In addition to amounts made available under paragraph (1), there are authorized to be appropriated to the Secretary to carry out this section, to remain available until expended— "(A) $45,000,000 for fiscal year 2003; "(B) $55,000,000 for fiscal year 2004; " (C) $65,000,000 for fiscal year 2005; "(D) $75,000,000 for fiscal year 2006; and "(E) $85,000,000 for fiscal year 2007.". SEC. 2506. USE OF SYMBOLS, SLOGANS, AND LOGOS. Section 356 of the Federal Agriculture Improvement Act of 16 USC 5805. 1996 (16 U.S.C. 5801 et seq.) is amended— (1) in subsection (c)— (A) by redesignating paragraphs (4) through (7) as paragraphs (5) through (8), respectively; and (B) by inserting after paragraph (3) the following: "(4) on the written approval of the Secretary, to use, license, or transfer s5mibols, slogans, and logos of the Foundation (exclusive of any symbol or logo of a governmental entity);"; and (2) in subsection (d), by adding at the end the following: "(3) USE OF SYMBOLS, SLOGANS, AND LOGOS OF THE FOUNDA- TION.—
