( 2 ) by redesignating subsection (d) as subsection (e); ( 3 ) by inserting after subsection (c) the following new sub - section: ‘‘(d) EVALU A TION O FAP P R AI S AL. —I n conducting the appraisal described in subsection (a), the Secretary shall concurrently solicit and evaluate recommendations for improving the appraisal, including the content, scope, process, participation in, and other elements of the appraisal, as determined by the Secretary.’’; and ( 4 ) in subsection (e), as redesignated by paragraph (2), by stri k ing the first sentence and inserting the following: ‘‘ T he Secretary shall conduct comprehensive appraisals under this section, to be completed by D ecember 3 1 ,2 0 10, and December 31, 201 5 .’’. (c) SOIL AN DW AT E R CONSERVATION P RO G RA M .—Section 6 of the Soil and Water R esources Conservation Act of 1 9 77 (16 U .S.C. 2005) is amended— (1) by redesignating subsection (b) as subsection (d); (2) by inserting after subsection (a) the following new sub- sections: ‘‘(b) EVALUATION OF E X ISTING CONSERVATION PROGRAMS.—In evaluating e x isting conservation programs, the Secretary shall emphasi z e demonstration, innovation, and monitoring of specific program components in order to encourage further development and adoption of practices and performance-based standards. ‘‘(c) IMPROVEMENT TO PROGRAM.—In developing a national soil and water conservation program under subsection (a), the Secretary shall solicit and evaluate recommendations for improving the pro- gram, including the content, scope, process, participation in, and other elements of the program, as determined by the Secretary.’’; and (3) in subsection (d), as redesignated by paragraph (1), by striking ‘‘December 31, 1979’’ and all that follows through ‘‘December 31, 2007’’ and inserting ‘‘December 31, 2011, and December 31, 2016’’. (d) REPORTS TO CONGRESS.—Section 7 of the Soil and Water Resources Conservation Act of 1977 (16 U.S.C. 2006) is amended to read as follows: ‘ ‘ SEC.7 . R E PO R T STOCO NG RESS. ‘‘(a) APPRAISAL.— N ot later than the date on which Congress convenes in 2011 and 2016, the President shall transmit to the Committee on Agriculture of the H ouse of Representatives and the Committee on Agriculture, Nutrition, and F orestry of the Senate the appraisal developed under section 5 and completed before the end of the previous year. ‘‘(b) PROGRAM AND STATEMENT OF POLI CY .—Not later than the date on which Congress convenes in 2012 and 2017, the President shall transmit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate— Presid e nt.
