SPECI AL R U LE. ‘‘The Secretary may waive or reduce the non- F ederal share re q uired under this title for institutions that— ‘‘(1) are eligible to receive assistance under part A or B of title III or under title V; and ‘‘(2) have submitted a grant application under this section that demonstrates a need for a waiver or reduction, as deter- mined by the Secretary.’’. ‘‘SEC. 633. RULE O F CONS T RUCTION. ‘‘ N othing in this title shall be construed to authori z e the Sec- retary to mandate, direct, or control an institution of higher edu- cation’s specific instructional content, curriculum, or program of instruction. ‘‘SEC. 63 4 . ASSESS M ENT. ‘‘The Secretary is authorized to assess and ensure compliance with all the conditions and terms of grants provided under this title. ‘‘SEC. 63 5 . EVALUATION , OUTREAC H ,AN D INFORMATION. ‘‘The Secretary may use not more than one percent of the funds made available under this title to carry out program evalua- tion, national outreach, and information dissemination activities relating to the programs authorized under this title. ‘‘SEC. 636. REPORT. ‘‘The Secretary shall, in consultation and collaboration with the Secretary of State, the Secretary of Defense, and the heads of other relevant Federal agencies, submit a report once every two years that identifies areas of national need in foreign language, area, and international studies as such studies relate to govern- ment, education, business, and nonprofit needs, and a plan to address those needs. The report shall be provided to the authorizing committees and made available to the public. ‘‘SEC. 63 7 .
