d, That the Secretary of the Army is directed to use $38,800,000 of the funds appropriated under this heading to address emergency situations at Corps of Engineers projects and rehabilitate and repair damages to Corps projects caused by recent natural disasters: Provided fu r th er, That the Secretary is directed to use $1,500,000,000 of the funds appro- priated under this heading to fund the estimated amount of the non-Federal cash contribution for projects in southeast Louisiana that will be financed in accordance with the provisions of section 103 (k) of Public Law 99 – 662 over a period of 30 years from the date of completion of the project or separable element, with $700,000,000 used for the Lake Pontchartrain and Vicinity project

$350,000,000 used for the West Bank and Vicinity project and $450,000,000 used for elements of the Southeast Louisiana Urban Drainage project that are within the geographic perimeter of the West Bank and Vicinity and Lake Pontchartrain and Vicinity projects: Provided further, That the expenditure of funds as provided above may be made without regard to individual amounts or pur- poses and any reallocation of funds that is necessary to accomplish the established goals is authori z ed subject to the approval of the Committees on Appropriations of the House of Representatives and the Senate: Provided further, That the Assistant Secretary of the Army for Civil Works shall provide a monthly report to the Commit- tees on Appropriations detailing the allocation and obligation of these funds, beginning not later than 60 days after enactment of this Act.
