GRANTOF EASE M ENT , EG LI N AIR FORCE B ASE, FLORI D A. (a) GRANTAU T HO R IZED . — Secretary of the Air F orce m ay use the authority p ro v ided by section 2668 of title 10, U nited States C ode, to g rant to the M id B ay Bridge Authority an easement for a roadway right - of-way over such land at E glin Air Force Base, Florida, as the Secretary determines necessary to facilitate the construction of a road connecting the northern landfall of the Mid Bay Bridge to Florida State H ighway 85. (b) CON S IDERATION.—As consideration for the grant of the ease- ment under subsection (a), the Mid Bay Bridge Authority shall pay to the Secretary an amount e q ual to the fair-mar k et-value of the easement, as determined by the Secretary. (c) COSTS O F PRO J E C T.—As a condition of the grant of the easement under subsection (a), the Mid Bay Bridge Authority shall be responsible for all costs associated with the highway pro j ect described in such subsection, including all costs the Secretary deter- mines to be necessary to address any impacts that the project may have on the defense missions at Eglin Air Force Base. SEC. 284 3 . LAND CON V E Y ANCE, LYNN H AVEN F U EL DE P OT, LYNN HAVEN, FLORIDA. (a) CON V E Y ANCE AUTHORIZED.— T he Secretary of the Air Force may convey to Florida State University (in this section referred to as the ‘ ‘University’’) all right, title, and interest of the United States in and to a parcel of real property, including improvements thereon, consisting of appro x imately 40 acres located at the Lynn Haven Fuel D epot in Lynn Haven, Florida, as a public benefit conveyance for the purpose of permitting the University to develop the property as a new satellite campus. (b) CONSIDERATION.— (1) I N G ENERA L .—For the conveyance of the property under subsection (a), the University shall provide the United States with consideration in an amount that is acceptable to the Secretary, whether in the form of cash payment, in-kind consid- eration, or a combination thereof. (2) R EDUCED TUITION RATES.—The Secretary may accept as in-kind consideration under paragraph (1) reduced tuition rates or scholarships for military personnel at the University. (c) PAY M ENT OF COSTS OF CONVEYANCES.— (1) PAYMENT RE Q UIRED.—The Secretary shall require the University to cover costs to be incurred by the Secretary, or to reimburse the Secretary for costs incurred by the Secretary, to carry out the conveyance under subsection (a), including survey costs, appraisal costs, and other costs related to the conveyance. If amounts are collected from the University in advance of the Secretary incurring the actual costs, and the amount collected exceeds the costs actually incurred by the Secretary to carry out the conveyance, the Secretary shall refund the excess amount to the University. (2) TREATMENT OF AMOUNTS RECEIVED.—Amounts received under paragraph (1) as reimbursement for costs incurred by the Secretary to carry out the conveyance under subsection (a) shall be credited to the fund or account that was used to cover the costs incurred by the Secretary in carrying out the conveyance.
