PU B LIC AND I NDIAN HOUSING TENANT - BASED RENTAL ASSISTANCE ( INCLUDING TRANSFER OF FUNDS ) For activities and assistance for the provision of tenant-based rental assistance authorized under the U nited S tates Housing Act of 1937, as amended ( 42 U.S.C. 1437 et seq. ) ( ‘ ‘the Act ’ ’ herein), not other w ise provided for, $14,184,200,000, to remain available until expended, shall be available on October 1, 2009 (in addition to the $4,000,000,000 previously appropriated under this heading that will become available on October 1, 2009), and $4,000,000,000, to remain available until expended, shall be available on October 1, 2010

d, T hat of the amounts made available under this heading are provided as follows: (1) $1 6 ,339,200,000 shall be available for renewals of expiring section 8 tenant-based annual contributions contracts (including renewals of enhanced vouchers under any provision of law authorizing such assistance under section 8(t) of the Act) and including renewal of other special purpose vouchers initially funded in fiscal year 2008 and 2009 such as Family Unification, V eterans Affairs Supportive Housing Vouchers and Non-elderly Disabled Vouchers): Provided, That notwith- standing any other provision of law, from amounts provided under this paragraph and any carryover, the Secretary for the calendar year 2010 funding cycle shall provide renewal funding for each public housing agency based on voucher management system (VMS) leasing and cost data for the most recent Federal fiscal year and by applying the most recent Annual Ad j ustment Factor as established by the Secretary,
