Be it enacted by the Senate and HoiHie of Reprei^entatives of the United States of Ainenca in Congress assembled. That, in the administration of the Immigration and Xationality Act, Rea Republica Ramos may be classified as a child within the meaning of section 1 0 1 (b)(1)(F) of the Act, upon approval of a petition filed in her behalf by Mr, and Mrs. Juan M. Ramos, citizens of the United States, pursuant to section 204 of the Act: Provided. That the natural brothers or sisters of the beneficiary shall not, by virtue of such relationship, be accorded any right, privilege, or status under the Immigration and Nationality Act. Be it enacted by the /Senate and House of Representatives of the United 'States of Anicrlca in Congress assembled, That Mar.James Kates, owner and publisher of the Gladewater Daily Mirror, of (xladewatei-, Texas, is relieved of liability to the United States in the amount of $7-K).()8, the amount claimed to be due by the Post Office Department for re\enue deficiencies resulting from errors in postage on second-class material at the post office at Gladewater; Texas, during the period beginning ()ctol)er 2H, 1966, and ending on Noveml)er 8, 1967. SE(\ 2. (a) The Secretary of the Treasury is authorized and directed to pay, out of m<mey in the Treasury not otherwise appropriated, to Mar}'.James Kates, an amount equal to the aggregate of the amounts paid by her, or withheld from sum otherwise due hei', with respect to the indebtedness to the Ignited States specified in the first section of this Act. (b) Xo part of the amount appropriated in subsection (a) of this section shall pe paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this subsection shall be (leemed guilt}' of a misdemeanor and upon conviction thereof shall be fined iu any sum not exceeding$1,000. Approved December 2, 1971.
