WHEREAS, in order to intensify the Municipality’s drive to deter, prevent, detect and solve criminality and to preserve video recording as evidence, this August Body deems it proper to require the use of CCTV system in business establishments within the territorial jurisdiction.
WHEREFORE, upon motion by Councilor Alexis G. dela Vega and Coun. Mirla D. Balolong, unanimously seconded by the Sangguniang Bayan Members present;
Be it enacted by the Sangguniang Bayan, Urbiztondo, Pangasinan in session assembled that:
Section 1. Short Title. This Ordinance shall be known as the “Ordinance on the Installation of CCTV System in the Municipality of Urbiztondo, Pangasinan”;
Sec. 2. Scope and Application. The following business establishments are required to install CCTV System:
a. Financial establishments such as banks, pawnshops, money lenders, money remittance services, money changers, and others with similar transactions;
b. Business establishments that are part of a national chain or have several branches in other parts of the country such as restaurant/fast-food chains, convenience stores, grocery stores, drug stores, and others;
c. Shopping malls, shopping centers, supermarkets, public market or palengke and other similar establishments;
d. Hospitals, laboratories, clinics and other medical facilities;
e. Perya, arcades, internet cafes and other places of entertainment that draw in a considerable number of customer;
f. Public transportation, terminals, parking lots and other similar establishments that cater to a large number of vehicles;
g. Car/vehicle dealerships, gasoline/fuel stations, and vehicle maintenance stations;
h. Cockpit arenas, Resorts and Hotels; and
i. Other business establishments not mentioned in paragraph (b) with an annual gross income of P500,000.00.
Sec 3. Minimum Technical Specifications. As recommended by the Anti-Cybercrime Group of the Philippine National Police (PNP), the CCTV System to be installed must meet the following minimum specification:
