According to The Oxford Dictionary of Quotations(5th ed.1999), an early printing of the text is contained in Archaeoligica Cornu-Britannica (1790) by William Pryce.

The musical setting by Isaac Nathan [1] of the usual melody for this song predates 1864, the year of his death.
It is possible that Nathan composed the melody himself, though it could be an arrangement of a preexisting tune.
