ⅭⅭⅩⅩⅡ. Mr. Smith in the New York Convention.^[1]

4 July 1788

Mr. Smith

“Resolved as the Opinion of this Committee

that the President of the United States shall hold his Office during the Term of seven Years & that he shall not be eligible a second

Time.”

This he says was at one Time a Resolution of the grand Convention—— (& I suppose we must adhere to that Idea which upon more mature Consideration appeared to them improper.)
