Evidence or OTRS required

For us to host the work Palestinian civil society calls for boycott, divestment and sanctions against Israel we need evidence that it is in the public domain, and usually that is where the author hosts it online with a statement putting the work into the public domain. If that is not available then we need to go through the OTRS process, similar to what is at Commons:OTRS.
