Consolidated protocols, annexes and declarations attached to the treaties of the European Union (2007)

These are the consolidated protocols, annexes and declarations that are, as of 1 December 2009, attached to the Treaty on European Union and the Treaty on the Functioning of the European Union as amended by the Treaty of Lisbon (2007). The Treaty establishing the European Atomic Energy Community has its own four annexes, while all its six attached protocols are identical with protocol number 1, 3, 6, 7, 35, 36 in this consolidated list of protocols. Protocols, annexes, declarations and the Charter of Fundamental Rights of the European Union, are of equal legal value to the treaties they are attached.
The consolidated text is based on the last major reversion made by the Treaty of Lisbon (written and signed in 2007), which entered into force 1 December 2009. The consolidated text has subsequently been further updated by the below 3 legal changes (along with notes in the text whenever these changes appear compared to the original text from 2007):

Note: Consolidation of the text in this article has not yet been updated with these below most recent made legal changes:

  • The amendments effected by European Council Decisions 2010/718/EU and 2012/419/EU of 29 October 2010 and of 11 July 2012 amending respectively the status with regard to the European Union of the island of Saint-Barthélemy and of Mayotte.
  • Amendments brought about by the Act of Accession of the Republic of Croatia.
  • Amendments effected by Regulation (EU, Euratom) 2015/2422 of the European Parliament and of the Council of 16 December 2015 amending the Protocol on the Statute of the Court of Justice of the European Union.
