As captioned in the Herald-Palladium: "A Vietnamese fishing boat loaded with 50 refugees sits in the Gulf of Siam on a recent November day. The boat was towed back to sea after being refused entry at the small fishing village of Khlong Yai. Chances for survival of the boat people who leave Vietnam are believed to be from 30 to 50 per cent."
