The Parliament of New Zealand enacts as follows:

1⁠Title

This Act is the Subordinate Legislation (Confirmation and Validation) Act 2015.

2⁠Commencement

This Act comes into force on the day after the date on which it receives the Royal assent.

Part 1
General and technical provisions

3⁠Purpose of this Act

(1)⁠The purpose of this Act is to prevent the lapse of certain subordinate legislation that, by virtue of the Acts under which it is made, lapses at a stated time unless earlier confirmed or validated by an Act of Parliament.

(2)⁠Lapse, in this section, means expiry or deemed revocation.

4⁠Validations to prevent expiry do not cure invalidity, etc

In the light of their purpose, the validations effected by sections 13, 15, and 16 do not—

(a)⁠express an intention to give legislative force to the provisions of the enactments validated; or

(b)⁠apply to any reason for invalidating the enactments; or

(c)⁠override any presumption that would otherwise apply to the enactments.

5⁠Act binds the Crown

This Act binds the Crown.

6⁠Repeal

The Subordinate Legislation (Confirmation and Validation) Act 2014 (2014 No 70) is repealed.

The Road User Charges (Rates) Regulations 2015 (LI 2015/87) are confirmed.

15⁠Tariff Act 1988

The Tariff (Concessions) Amendment Order 2014 is validated and confirmed.

16⁠Veterans’ Support Act 2014 and War Pensions Act 1954

The Veterans’ Support (Rates of War Pensions Act 1954 Allowances) Order 2015 (LI 2015/51), if section 75C(4) of the War Pensions Act 1954 applies to it, is validated and confirmed.

17⁠Wine Act 2003

The Wine Amendment Regulations 2015 (LI 2015/97) are confirmed.
