I'm not looking for transclusion of sections. I think it's fine to transclude the entire issue (all 15 pages) in a single wiki page, The London Gazette 19346. But it still has sections, and only some of them have headings, e.g. "Contracts for bees' wax". The problem is: how should I mark sections that don't have headings? Related problems: Should I center headings or not? Should I indent the addresses that begin some of the notices? --LA2 (talk) 13:20, 16 May 2010 (UTC)

I agree, a single page is best. I don't use wiki mark-up == heading == or <h2> for sections, I preserve the [meaningful] formatting of the original. I changed the first section here to show some solutions (though the 2nd and 3rd line is probably a right aligned block of centred text). Yes, I think the 2nd-3rd lines are the same as the "Department of the Comptroller" that follows the headings "Contract for...". I'm not sure whether linebreaks are significant (i.e. <br>) there or not.

In the wiki text, I think you should keep the linebreaks, as removing them makes further proofreading much harder.

In parallel, I'm working with the Swedish government gazette for the same date. It has headings for all major sections, that provide structure (h1, h2, h3) to the resulting document. I guess using real headings makes less sense for The London Gazette, and we could just as well use <big>, <center>, and boldface. --LA2 (talk) 14:32, 16 May 2010 (UTC)

Probably not, I sometimes opt to add extra formatting.

I do the same until it's proofread, seems quicker in some ways, but the single lines need scrolling. I also use the horizontal layout in edit mode, finding the odd fix is easier when the lines are removed there.

You raised some interesting points elsewhere, I'll respond to some of them. Two things wikisource provides, that most other sites do not, are the ability to link references and to correct and improve the text. The NLA digitisation project has users making ocr correction for the old papers, as it happens, so patience will pay dividends ;-) If someone is only interested in part of a magazine or paper, they can proofread part of a scan and add {{incomplete}} to the page - I've been tempted to grab single items from the London Gazette myself.
