Major General David B. Lacquement is a graduate of Western Maryland College and was commissioned through ROTC as a Second Lieutenant in June 1977.
General Lacquement’s military education includes the Military Intelligence Officer’s Basic and Advanced Courses, United States Army Command and General Staff College, and National War College. He holds Masters Degrees in Strategic Intelligence from the Joint Military Intelligence College, Military Arts and Science from the U.S. Army School of Advanced Military Studies, and National Security Strategy from the National Defense University.
General Lacquement’s first assignment was as a Ground Surveillance Radar Platoon Leader in the 9th Military Intelligence Company; Battalion S-2 (Intelligence Officer) for 2-1 Infantry; and Tactical Surveillance Officer for the G-2, 9th Infantry Division, Fort Lewis, Washington. In 1981, he was Assistant Executive Officer to the J-2, US Pacific Command, and Aide-de-Camp to the Commander-in-Chief, US Pacific Command, Camp H.M. Smith, Hawaii. In 1985, he returned to the 9th Infantry Division (Motorized), as the S-2 for the 3rd Brigade; Commander, Company B, 109th Military Intelligence Battalion (CEWI); and S-3 (Operations Officer) for the 502d Military Intelligence Battalion, 201st Military Intelligence Brigade. In 1991, he was assigned as the Division G-2 Operations Officer; Executive Officer, 104th Military Intelligence Battalion; and Deputy G-2 for the 4th Infantry Division (Mechanized), Fort Carson, Colorado. In 1994, General Lacquement was Chief, G-2 Plans and Exercises, XVIII Airborne Corps, during OPERATION RESTORE HOPE and OPERATION RESTORE DEMOCRACY. He commanded the 519th Military Intelligence Battalion (Tactical Exploitation)(Airborne) during OPERATION JOINT GUARD. In 1998, he was Deputy G-2, Allied Command Europe Rapid Reaction Corps and then Commander, 66th Military Intelligence Group. In 2002, General Lacquement was assigned as the G-3, U.S. Army Intelligence and Security Command, Fort Belvoir, Virginia. In 2003, he was assigned as the Director of Intelligence (J-2), United States Southern Command in Miami, Florida. General Lacquement’s previous assignment was Deputy Chief of Staff for Intelligence, C-2, Multi-National Force-Iraq.
General Lacquement’s awards and decorations include the Defense Superior Service Medal (One Oak Leaf Cluster), Legion of Merit, Meritorious Service Medal (Three Oak Leaf Clusters), Joint Service Commendation Medal (One Oak Leaf Cluster), Army Commendation Medal (One Oak Leaf Cluster), Army Achievement Medal (One Oak Leaf Cluster) and the Master Parachutist Badge.
