Joseph Nathan Teal was born in Eugene, Oregon; became a cattle and sheep rancher in eastern Oregon; studied law, and was admitted to the bar in 1884. He operated a law office in Portland. He specialized in railroad rate matters, and was a strong advocate of waterways development. He chaired the Oregon Conservation Commission. In 1920-21, he served as U.S. Shipping Commissioner.
