  26. The main channel of contemporaneous intelligence within the sphere of “defence economy” was the Industrial Intelligence Centre. It would appear that there were some deficiencies in the coordination between industrial intelligence and military intelligence (in the restricted meaing of that term which was then current). The present writer has made no attempt to sift the reports of the Industrial Intelligence Centre in the light of after-knowledge of German preparations. He believes that a critical study of this problem might yield interesting and useful results.

Chapter VII

  1. This chapter is based on a draft narrative by W. K. Hancock entitled The Anglo-French Alliance in the Second German War: with special reference to economic relations. The narrative—Cabinet Office file 69/74—runs to 88 pages of typescript, together with specialist appendices amounting to rather more than that length. In the master copy are interleaved comments by Sir E. Bridges, Mr Gorrell-Barnes, Sir A. Salter and others. Its documentation is careful, and for that reason specific references to government papers will in this chapter be given sparingly. CAB/HIST/A/5/1/3.

    For an account of this procedure the reader is referred to Part IV of the narrative mentioned in Note 1 above, together with the interleaved comments of Mr. Gorrel-Barnes. These sources make it clear that initiative in the field of economic policy came primarily from the Chairman, as distinct from the full Anglo-French Coordinating Committee which met seldom.
