Nations (in the Encyclopædia Britannica, 9th ed., and these categories) describe groups of people with a shared culture inhabiting large territories, whether or not united under a single government. The governments themselves administer States (q.v.).

As an example: Abyssinia is a nation and a state; England is a nation but not a state; the Holy See is a state but not a nation; and the United Kingdom of Great Britain and Ireland is a state comprising several nations.
