Documents which are in the public domain in Denmark because they are official texts of a legislative, administrative or legal nature, or official translations of such texts. § 9 of the Danish Copyright Law provides that:

§ 9. Laws, administrative regulations, judicial decisions and similar public documents are not subject to copyright.
Stk. 2. The provision in stk. 1 does not affect works which appear as independent contributions to the in stk. 1 mentioned documents. Such works may however be reproduced in connection with the public document. The right to further use depends on the otherwise applicable rules.

These texts are also in the public domain in the United States because they are edicts of a government.
