There are a number of texts where pages quote phrases in non-English languages without translations. Our audience being more varied and generally less multilingual than theirs was, it's useful to provide translations. A means of providing such a translation has not yet been specified, but perhaps something on the talk page, or a template like {{Tooltip}} can be used. The page Benjamin Franklin applies both these ideas for supplying translations of Latin (see its talk page and footnote #5).
