White House, October 14, 1902.

Amend Civil Service Rule VIII by striking out section 6, which reads as follows:

  1. Certifications for appointment to clerical positions and to positions in any of the recognized trades in the Government Printing Office shall be so made as to maintain, as nearly as the conditions of good administration will warrant, the apportionment of such appointments among the several States and Territories and the District of Columbia upon the basis of population according to the number of employees provided by law for that office who are affected by the provisions of this section.


The remaining sections will not be renumbered at this time.
