Coll. 1841, scholar 1837, Ireland scholarship 1838, Hertford scholarship 1839, permanent secretary to the treasury since 1870, secretary to committee of Council on Education 1849-70, a student of Lincoln's Inn 4 May, 1844 (then aged 25), called to the bar 6 May, 1847 (only son of Thomas Lingen, of Birmingham, manufacturer); born 19 Feb., 1819; married 4 Dec., 1852, Emma, 2nd dau. of Robert Hutton, Esq., of Putney Park, Surrey (see Foster's Baronetage).
