Appeal from an order of the United States District Court for the Southern District of New York, Charles E. Stewart, Jr., Judge, on cross motions for summary judgment requiring the Administrator of the Environmental Protection Agency to place lead on a list of pollutants maintained under Section 108(a)(1) of the Clean Air Act as amended, 42 U.S.C. § 1857c-3(a)(1).

Affirmed.
