Section7.In all cases of public crimes, such as cases in which persons are alleged to have committed violent insurrection, alleged to have committed a serious crime of homicide, alleged to have committed robbery or gang robbery, alleged to have secretly caused fire, alleged to have deceitfully converted royal money, alleged to have created counterfeit notes or coins, alleged to have extorted private citizens or subjected them to punishment so as to extract money from them, alleged to have taken or given bribes, alleged to have raped women, alleged to have impaired the Holy Religion, destroyed Buddhist images, stupas, or pagodas, or committed pārājika as monks, or other public crimes according to royal decrees as may be invoked, if there is no specific person to institute them against the transgressors of His Majesty's laws, or if the persons who have instituted them against the transgressors of His Majesty's laws do not wish to carry them on for whatever reason, it must be the duty of officials from the Public Prosecution Department and the
