the confirmation and consent of the Navy, and those persons must also have the following characteristics and qualifications, namely—
(a)having been conferred with the rank of junior lieutenant or higher;
(b)having been ship chief engineers;
(c)having been in the public service for a period not less than eight years.
Section5.In a special event where selection cannot be carried out in accordance with the selection method and criteria specified in section 4, the CSSC of the Ministry of Economic Affairs shall, if the public service requires persons to be instated in any of the mentioned positions during this initial period, select them from amongst those who have suitable qualifications and abilities for the functions and work characteristics, and their appointment can take place only upon the approval of the CSC.[1]
Section6.The Minister of Economic Affairs shall have the duty to be in charge of the execution of this Royal Decree.
