Section68.The military forces should be maintained as appropriate for the necessity of the maintenance of national independence, security, and interests.

Section69.The military forces belong to the Nation. They are not subject to any private person or body of persons.

Section70.The military forces should be used for fighting or war, for protecting the monarchy, for suppressing insurrections and riots, for maintaining the security of the State, and for national development.

The use of the military forces for other purposes shall be in accordance with the provisions of law.

Section71.The State should maintain the law and order in order to allow the people to enjoy safety in their lives, bodies, and property and to live peacefully.

Section72.The State should promote and nourish education.

It is the specific duty of the State to organise the education system. All educational institutions are under the supervision of the State.

In the higher level of education, the State should enable educational institutions to operate their own affairs within the bounds prescribed by the law.
