Note: The grounds for promulgation of this Act are as follows: Whereas the Announcement of the Council for Democratic Reform No 7 dated the 20th day of September 2549 Buddhist Era, Re: Prohibition of political assembly has been issued, which, in essence, prohibits political assembly of five or more persons at any place and designates a criminal punishment for violators thereof, thereby causing obstacles to public participation in politics, it is appropriate to repeal the said Announcement in order to enable the people to enjoy the freedom to assemble politically. It is therefore necessary to enact this Act.
