Note: The grounds for promulgation of this Emergency Decree are as follows: Whereas the law on public administration in state of emergency has been in application for a long time, their provisions can no longer be used for resolving various forms of situations which affect the security of the State so as to put an immediate end to them and cannot also be used for resolving the problems caused by public disasters and for rehabilitating the lives of the people injured thereby. Furthermore, there presently are problems relating to the security of the State, of which the seriousness is increasing to the point of being likely to affect the independence and territorial integrity and bring about unrest and disorder in the Country, in addition to causing danger and trouble to the public to the degree of preventing them from living their lives normally and peacefully, and which cannot be resolved by the usual form of public administration. It is appropriate to designate special measures for the public administration during a state of emergency, in order to enable the State to maintain its security and safety and restore the rights and freedoms of all people to normalcy with dispatch. This is thus an event of emergency in which there is urgent and unavoidable necessity to maintain the safety of the Country and the safety of the public and to avert public disasters. It is therefore necessary to enact this Emergency Decree.
