to extend such period of time for not over two years at a time. If, during the said period of time, the circumstances have changed, a royal decree may be enacted to allow the holding of an election at any time.

If positions of Members become vacant for any other reason than retirement by rotation, an election of Members shall be held to fill all the vacant positions. But the Members admitted to fill those vacancies shall merely be in the positions for the ⟨remaining⟩ term of their predecessors."
